Rep. Kogar: Appointment at Tenured Positions by President Boakai is Witch-hunt

MONROVIA – Nimba County District #5 Representative, Hon. Samuel G. Kogar has given his fair share of the controversial tenured position been tempered with by the Executive branch of the Liberian Government under the stewardship of President Joseph Nyuma Boakai.

The Nimba lawmaker said he sees the removal of people from tenured positions by President Boakai who allegedly participated in campaign activities in the 2023 general and Presidential elections as a witch-hunt.  He alleged that the UP led government is equally appointing people to some integrity institutions – people he believed participated in campaign activities in the 2023 elections.

In a phone-in conversation with OK FM talk show host Julius Jeh on Monday, February 26, 2024, the Nimba District #5 lawmaker said, “whereas the Constitution of Liberia gives the President the power that those he appoints work at his will and pleasure, tenured positions have acts that created them and give them certain leverage”, Rep. Kogar said.

The removal of tenure officials by the UP led government under the leadership of President Boakai has been a point of major discussion by the Liberian public over recent weeks.

Over the weekend, President Boakai’s Legal Advisor, Cllr. Bushuben Keita revealed that the cabinet has authorized the President to scrap all tenured officials except those protected by the constitution and replaced them with people he believed will work in line with President Boakai’s agenda. The legal expert said the decision was reached by the cabinet at its first cabinet retreat meeting on February 23, 2024.

But, speaking on the tenured hullaballoo, Rep. Kogar said President Boakai is in complete error by appointing people to tenured position which is bad for Liberia’s democracy.

Rep. Kogar said the acts that established these institutions strongly forbid the President having political influence over them, thereby allowing fixed-term to serve for.

Even though, legal experts are of the opinion that Article 56 (a) of the Liberian constitution strictly states that political appointees work at the will and pleasure of the president. Legal experts are arguing that the tenure act conflicts with Article 56 of the Liberian Constitution.
